{"id":889,"date":"2023-06-18T14:59:23","date_gmt":"2023-06-18T18:59:23","guid":{"rendered":"https:\/\/pressbooks.bccampus.ca\/landuseplanninginbc\/front-matter\/__unknown__\/"},"modified":"2023-12-22T17:05:06","modified_gmt":"2023-12-22T22:05:06","slug":"__unknown__","status":"publish","type":"front-matter","link":"https:\/\/pressbooks.bccampus.ca\/landuseplanninginbc\/front-matter\/__unknown__\/","title":{"raw":"Attributions","rendered":"Attributions"},"content":{"raw":"<div class=\"__UNKNOWN__\">\r\n<p class=\"import-Normal\">Creating the materials for this book was not possible without assistance and support I (David Connell) received from many people.<\/p>\r\n<p class=\"import-Normal\">In 2010, I learned I would teaching a fourth-year capstone course on land use planning at the University of Northern British Columbia (UNBC).\u00a0 Students in the course study urban, rural, natural resources, and First Nations planning as part of a Bachelor of Planning degree.\u00a0 After reviewing available textbooks, I did not find one that would meet the needs of the course.\u00a0 The available books tend to focus exclusively on urban planning or only briefly on other types of land uses.\u00a0 None of the books focus on only land use laws and regulations in British Columbia.\u00a0 I decided to create new materials that would cover a breadth of land use planning in the province.<\/p>\r\n<p class=\"import-Normal\">I applied for and received funding to help prepare the new course materials.\u00a0 I am grateful for the initial funding provided by the BC Real Estate Foundation Partnering Fund, with which I hired Roy Neilson, a Student Research Assistant, to conduct research and prepare draft materials.<\/p>\r\n&nbsp;\r\n<h2 class=\"import-Normal\"><strong>Initial <\/strong><strong>project team<\/strong><\/h2>\r\n<p class=\"import-Normal\">The following people were members of the project team in 2010.<\/p>\r\n&nbsp;\r\n<p class=\"import-Normal\"><strong>David Connell<\/strong>, RPP MCIP<\/p>\r\n<p class=\"import-Normal\">Connell is a Professor at UNBC in Ecosystem Science and Management. Connell developed the overall concept for the course materials, designed the structure, and prepared final versions of all materials.\u00a0 Annually, Connell reviews, updates, and revises the materials prior to teaching the land use planning course. Since 2010, he has authored many new materials.<\/p>\r\n&nbsp;\r\n\r\n<\/div>\r\n<p class=\"import-Normal\"><strong>Roy Neilson<\/strong>, RPP MCIP [Contributing author]<\/p>\r\n<p class=\"import-Normal\">Neilson was a senior undergraduate student at UNBC and a member of the project team.\u00a0 Neilson was hired as a Student Research Assistant to support the writing process.\u00a0 Neilson gathered relevant information and prepared early drafts of most of the cases and applications.\u00a0 When looking at the course materials today, we remain impressed with the quality of Neilson\u2019s creativity and insights that provided the foundation for materials that remain relevant many years later.<\/p>\r\n\r\n<div class=\"__UNKNOWN__\">\r\n\r\n&nbsp;\r\n<p class=\"import-Normal\"><strong>Kerry Pateman<\/strong>, RPP MCIP<\/p>\r\n<p class=\"import-Normal\">Pateman was a Senior Instructor at UNBC and a member of the project team.\u00a0 Pateman drew upon her many years as a professional planner to ensure that the course materials were accurate and relevant.\u00a0 To the benefit of the whole project, Pateman always emphasised the practical aspects of what we tried to capture in writing.<\/p>\r\n&nbsp;\r\n<p class=\"import-Normal\"><strong>Richard Krehbiel<\/strong><\/p>\r\n<p class=\"import-Normal\">Trained in law, Richard taught environmental and aboriginal law courses at UNBC and acted as an informal consultant for the project.\u00a0 The team turned to Rick frequently to explain intricacies of legal terms and to ensure that course materials were presented accurately from a legal perspective.<\/p>\r\n&nbsp;\r\n<h2 class=\"import-Normal\"><strong>Contributions to book contents<\/strong><\/h2>\r\n<p class=\"import-Normal\">The teaching materials developed for the land use planning course were developed initially as a team.\u00a0 The materials were first used in the land use planning course in January, 2011.\u00a0 Connell\u2019s continuous review of the materials in preparation to teach means that the current materials, while retaining the original scope and intent of each case study, are now substantially different.<\/p>\r\n<p class=\"import-Normal\">The many contributions people made to each of the chapters and case studies over the years are described below.<\/p>\r\n&nbsp;\r\n<h3 class=\"import-Normal\" style=\"text-align: left\"><em>Intro<\/em><em>duction <\/em><em>to Land Use Planning<\/em><\/h3>\r\n<p class=\"import-Normal\" style=\"margin-left: 18pt\">This chapter draws from Connell\u2019s past publications on planning theory, specifically:<\/p>\r\n\r\n<ul>\r\n \t<li>Connell, David J. DOI: 10.1080\/13563470902741609<\/li>\r\n<\/ul>\r\n&nbsp;\r\n<h3 class=\"import-Normal\" style=\"text-align: left\"><em>Urban<\/em><em> Planning<\/em><\/h3>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt\">Case.<span style=\"text-decoration: underline\"> Prince George: Planning for Low Growth<\/span><\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">The case draws heavily from Jason Llewellyn\u2019s Master\u2019s thesis on the historical development of the City of Prince George.\u00a0 Neilson prepared the initial draft.\u00a0 Llewellyn, Pateman, and Dan Milburn contributed as interviewees.<\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt\"><span style=\"text-decoration: underline\">Application. Area-wide Growth Management<\/span><\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">The content of this case was inspired by the City\u2019s long-term integrated sustainability plan, which had just been completed.\u00a0 Neilson prepared the initial draft.<\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt\"><span style=\"text-decoration: underline\">Application. Downtown Revitalisation<\/span><\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">Llewellyn provides a comprehensive account of the City of Prince George\u2019s historical efforts to develop the downtown area.\u00a0 Neilson developed the focus on regulatory tools and prepared the initial draft.<\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt\"><span style=\"text-decoration: underline\">Application. Urban Fringe<\/span><\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">Connell authored this application. The contents draws in part from Connell\u2019s involvement as a member of the public responding to a re-zoning application in the City\u2019s urban fringe.<\/p>\r\n<p class=\"import-Normal\" style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Application. Rezoning Application\r\n<\/span><\/p>\r\n<p class=\"import-Normal\" style=\"padding-left: 80px\">Connell authored this application in consultation with Ed Chanter (retired professional planner).\u00a0 Chanter shared his general knowledge of current planning as well as specific direction on the task assigned to learners.\u00a0 Chanter also provided helpful feedback on the other components of the urban planning case study.<\/p>\r\n&nbsp;\r\n<h3 class=\"import-Normal\" style=\"text-align: left\"><em>Rural<\/em><em> Planning<\/em><\/h3>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt\"><span style=\"text-decoration: underline\">Case. Crown Lands in the Bulkley Valley<\/span><\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">Neilson developed the story about the Town of Smithers and prepared the initial draft.\u00a0 Llewellyn and Raymond Chipeniuk contributed as interviewees.<\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt\"><span style=\"text-decoration: underline\">Application. Access to Rural Subdivision<\/span><\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">Neilson identified the application for the driveway access and prepared the initial draft.\u00a0 Llewellyn provided helpful insights about how to interpret the application for the driveway.<\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">The following guest speakers participated in in-class discussions and contributed their professional insights about rural planning and, specifically, about access to rural subdivisions:\u00a0 Tricia Klein, Authorizations Specialist, Crown Lands, Ministry of Forests, Lands, Natural Resource Operations and Rural Development; Katie Ireland, Provincial Approving Officer, Ministry of Transportation and Infrastructure<\/p>\r\n&nbsp;\r\n<h3 class=\"import-Normal\" style=\"text-align: left\"><em>Natural Resources<\/em><em> Planning<\/em><\/h3>\r\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Case.\u00a0 Kemess North:\u00a0 Rights, Title, and Subsurface Resources<\/span><\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">The Kemess North mining proposal was significant for many reasons outlined in the case.\u00a0 Neilson identified this proposal and environmental assessment as a platform to discuss government-to-government land use planning.\u00a0 An anonymous participant in the Kemess North assessment review contributed as an interviewee.<\/p>\r\n\r\n<\/div>\r\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Application.\u00a0 Joint Planning in Haida Gwaii\r\n<\/span><\/p>\r\n<p style=\"padding-left: 80px\">Neilson identified Haida Gwaii as an example of government-to-government land use planning.<\/p>\r\n&nbsp;\r\n<div class=\"__UNKNOWN__\">\r\n<h3 class=\"import-Normal\" style=\"text-align: left\"><em>First Nations<\/em><em> Reserve Planning<\/em><\/h3>\r\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Case. McLeod Lake Indian Band:\u00a0 An Entrepreneurial Spirit <\/span><\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">McLeod Lake Indian Band was developed as a case study because Pateman had extensive experience working with First Nations in Central Interior BC and Lucy Martin, an undergraduate student at UNBC, was a member of the McLeod Lake Indian Band. Several members of the McLeod Lake Indian Band joined us in-class the first time the materials were used.<\/p>\r\n\r\n<\/div>\r\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Application.\u00a0 McLeod Lake Indian Band:\u00a0 Proposal for Development<\/span><\/p>\r\n<p style=\"padding-left: 80px\">Neilson identified the Bear Lake Reserve parcel as the subject of the application and created the proposal for development, including the three options. \u00a0In 2022, Tania Solonas, Land Management Officer, McLeod Lake Indian Band, contributed as a guest speaker, providing additional context and up-to-date information about land use planning.<\/p>\r\n&nbsp;\r\n<div class=\"__UNKNOWN__\">\r\n<h3 class=\"import-Normal\" style=\"text-align: left\"><em>Agricultural <\/em><em>Land Use Planning<\/em><\/h3>\r\n<\/div>\r\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Case.\u00a0 Planning for Agriculture:\u00a0 Land, Food, and Community Need<\/span><\/p>\r\n<p style=\"padding-left: 80px\">Materials draw from Connell\u2019s research program, including published policy briefs and journal articles.<\/p>\r\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Application.\u00a0 ALR Exclusion in South Cariboo<\/span><\/p>\r\n\r\n<div class=\"__UNKNOWN__\">\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">Neilson selected the Horse Lake application to the Agricultural Land Commission.<\/p>\r\n&nbsp;\r\n<p class=\"import-Normal\"><em>Protected Areas<\/em><em> Planning<\/em><\/p>\r\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Case.\u00a0 Ancient Forests of the Upper Fraser River<\/span><\/p>\r\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">The case study on the ancient forests of the upper Fraser River watershed is based on Connell\u2019s study of socio-economic benefits of non-timber uses.\u00a0 In turn, Connell\u2019s work draws from the direct and indirect contributions of many people.\u00a0 Two UNBC graduate students also contributed as members of Connell\u2019s research team:\u00a0 Jessica Shapiro studied old-growth forest values and the ancient forest; Access to Rural Subdivision<\/span><\/p>\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">Neilson identified the application for the driveway access and prepared the initial draft.\u00a0 Llewellyn provided helpful insights about how to interpret the application for the driveway.<\/p>\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">The following guest speakers participated in in-class discussions and contributed their professional insights about rural planning and, specifically, about access to rural subdivisions:\u00a0 Tricia Klein, Authorizations Specialist, Crown Lands, Ministry of Forests, Lands, Natural Resource Operations and Rural Development; Katie Ireland, Provincial Approving Officer, Ministry of Transportation and Infrastructure<\/p>\n<p>&nbsp;<\/p>\n<h3 class=\"import-Normal\" style=\"text-align: left\"><em>Natural Resources<\/em><em> Planning<\/em><\/h3>\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Case.\u00a0 Kemess North:\u00a0 Rights, Title, and Subsurface Resources<\/span><\/p>\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">The Kemess North mining proposal was significant for many reasons outlined in the case.\u00a0 Neilson identified this proposal and environmental assessment as a platform to discuss government-to-government land use planning.\u00a0 An anonymous participant in the Kemess North assessment review contributed as an interviewee.<\/p>\n<\/div>\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Application.\u00a0 Joint Planning in Haida Gwaii<br \/>\n<\/span><\/p>\n<p style=\"padding-left: 80px\">Neilson identified Haida Gwaii as an example of government-to-government land use planning.<\/p>\n<p>&nbsp;<\/p>\n<div class=\"__UNKNOWN__\">\n<h3 class=\"import-Normal\" style=\"text-align: left\"><em>First Nations<\/em><em> Reserve Planning<\/em><\/h3>\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Case. McLeod Lake Indian Band:\u00a0 An Entrepreneurial Spirit <\/span><\/p>\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">McLeod Lake Indian Band was developed as a case study because Pateman had extensive experience working with First Nations in Central Interior BC and Lucy Martin, an undergraduate student at UNBC, was a member of the McLeod Lake Indian Band. Several members of the McLeod Lake Indian Band joined us in-class the first time the materials were used.<\/p>\n<\/div>\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Application.\u00a0 McLeod Lake Indian Band:\u00a0 Proposal for Development<\/span><\/p>\n<p style=\"padding-left: 80px\">Neilson identified the Bear Lake Reserve parcel as the subject of the application and created the proposal for development, including the three options. \u00a0In 2022, Tania Solonas, Land Management Officer, McLeod Lake Indian Band, contributed as a guest speaker, providing additional context and up-to-date information about land use planning.<\/p>\n<p>&nbsp;<\/p>\n<div class=\"__UNKNOWN__\">\n<h3 class=\"import-Normal\" style=\"text-align: left\"><em>Agricultural <\/em><em>Land Use Planning<\/em><\/h3>\n<\/div>\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Case.\u00a0 Planning for Agriculture:\u00a0 Land, Food, and Community Need<\/span><\/p>\n<p style=\"padding-left: 80px\">Materials draw from Connell\u2019s research program, including published policy briefs and journal articles.<\/p>\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Application.\u00a0 ALR Exclusion in South Cariboo<\/span><\/p>\n<div class=\"__UNKNOWN__\">\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">Neilson selected the Horse Lake application to the Agricultural Land Commission.<\/p>\n<p>&nbsp;<\/p>\n<p class=\"import-Normal\"><em>Protected Areas<\/em><em> Planning<\/em><\/p>\n<p style=\"padding-left: 40px\"><span style=\"text-decoration: underline\">Case.\u00a0 Ancient Forests of the Upper Fraser River<\/span><\/p>\n<p class=\"import-Normal\" style=\"margin-left: 36pt;padding-left: 40px\">The case study on the ancient forests of the upper Fraser River watershed is based on Connell\u2019s study of socio-economic benefits of non-timber uses.\u00a0 In turn, Connell\u2019s work draws from the direct and indirect contributions of many people.\u00a0 Two UNBC graduate students also contributed as members of Connell\u2019s research team:\u00a0 Jessica Shapiro studied old-growth forest values and the ancient forest;
